Is a marriage certificate issued by NADRA or by local government authorities?

Direct answer

The official marriage registration certificate is issued through the competent local government or Union Council system. NADRA provides identity infrastructure and family-record services, which is why a computerized certificate may display a NADRA-related format or use CNIC data, but NADRA does not replace the local marriage registrar as the source of the marriage entry. This distinction matters during verification: the registration number and issuing Union Council should be checked, while an FRC or updated CNIC is supporting identity evidence rather than the original marriage registration record.
