Why does internet coverage not equal regular mobile-internet use?

Coverage means a network signal is available to a population or area; use requires a suitable device, an affordable data plan, electricity, digital skills, privacy, confidence, and a reason to connect regularly. Pakistan’s reported 3G/LTE coverage was far higher than estimated mobile-internet use, illustrating a large usage gap. One person may also hold multiple subscriptions. Coverage, subscriptions, and individual users are different measures and cannot be combined into a matrimonial-platform adoption estimate.
